About Banning Lewis Ranch Metropolitan Districts

Banning Lewis Ranch Metropolitan Districts Nos. 1-5, 8-11, Regional Districts 1 and 2 (the “Districts”) are Colorado Special Districts that provide necessary public services and facilities that, for a variety of reasons, cities, towns and counties cannot provide. This website offers information about the District programs and services.

Pursuant to a “Service Plan,” a copy of which may be obtained from the Banning Lewis Ranch Metropolitan District No:1 (“BLR No.1”), the District has responsibility for coordination and cooperation with respect to financing and constructing major public utilities and roads within, and adjacent to, its boundaries. In addition, BLR No. 1 will be responsible for continued operations and maintenance of certain landscaping and recreational amenities within the boundaries of the Districts. Other improvements, not maintained by Metro 1, will be the responsibility of the Town or a private entity established for such purposes.

The master planned community of Banning Lewis Ranch runs just south of Woodmen Road on the north, to Stetson Hills on the south; Marksheffel Road on the west to Meridian Road on the east in the City of Colorado Springs, Colorado. Banning Lewis Ranch is a naturally scenic community with views to Pikes Peak. Features currently include homes, a community recreation center, parks, trails and tree lined streets. Retail, office and commercial areas are integral parts of the Banning Lewis Ranch master plan.

Who governs the District?

​

The Banning Lewis Ranch Metropolitan Districts are governed by Boards of Directors made up of five elected officials who serve four-year staggered terms. Elections are held every two years.
